No.46.
Sir,
Enclosure 342 C.O. 31995
Received ∞ Roof 16 EC 39
H. B. M. Consulate General, SHANGHAI.
October, 18th. 1899.
I have the honour to inform you that I am sending to Hong Kong by S/S Taisang a lunatic named Edward Wallace born in Hong Kong and whom therefore I have no power to send to Great Britain. Edward Wallace was, I find, sent to Hong Kong as an idiot by Mr. Alabaster on September 9th. 1885. He was confined in the asylum there for some years and was then discharged as cured. He has now become a violent and dangerous lunatic and has been confined in the Consular Gaol under an order from the Supreme Court until an opportunity offered for sending him to Hong Kong. I beg to enclose herewith a copy of the order of the Court.
Full information with regard to Edward Wallace was given to Mr. Marsh, the then Colonial Secretary, by Mr. Alabaster in his despatches of the 9th. of September and the 7th. of October, 1885.
I have &c.
Honourable J.H.Stewart Lockhart, Colonial Secretary, HONG KONG
(Signed.) Pelham Warren.
Acting Consul General.
